Nation’s Mayors Support Gay Marriage But Complain About Unemployment

DC, Washington, United States (AHN) – The U.S. Conference of Mayors wrapped up its winter meeting Friday in Washington, D.C., with Chicago Mayor Rahm Emanuel stepping into controversies on same sex marriage and education.

Emanuel joined about 80 other mayors from across the nation in endorsing laws to give legal recognition to same sex marriage, along with the tax breaks and other benefits spouses can share.

The mayors signed on to a statement that said, “Our cities derive great strength from their diversity and gay and lesbian families are a crucial part. Studies have shown what we know through our hands-on experience that cities that celebrate and cultivate diversity are the places where creativity and ideas thrive.”

Emanuel supported the Illinois Legislature’s effort last year to legalize civil unions for same-sex couples.

He said New York did “a good thing” last June when state lawmakers legalized gay marriage.

In separate comments Friday, Emanuel discussed his plan to turn Chicago’s community colleges into training institutions for the city’s employers.

Currently, Chicago’s City Colleges have a graduation rate of about 7 percent and job prospects for graduates that are “not as high,” Emanuel said.

His plan calls for each of the city’s seven community colleges to operate with specialties, such as health care, transportation, hospitality and manufacturing.

In addition, employers would be brought in to develop curricula that would train the students to become their employees.

“I want it to have economic value” to attend college, Emanuel said at the downtown Washington hotel where about 250 mayors were meeting.

Turning colleges into job training institutions is controversial among some academics, who say a well-rounded education requires liberal arts courses that include literature, history and the arts.

Nevertheless, job creation and recovery from the economic disaster of the Great Recession were dominant themes throughout the meeting this week.

The U.S. Conference of Mayors released a report that said the nation’s metropolitan areas will struggle for five more years to regain jobs lost during the recession that started in September 2008.

“The recovery is very uneven across U.S. regions, with the southeastern and southwestern metro [areas that] were the most affected by the housing bubble looking ahead to years of recovery,” the report says.

U.S. nonfarm payrolls will grow about 1.3 percent this year, which is unlikely to reduce the unemployment rate below 8 percent, according to a report by IHS Global Insight.

The report predicts the nation will regain nearly half the jobs lost during the Great Recession by the end of 2012.

The mayors used the economic report to try to prod Congress to approve legislation that would create more jobs.

Los Angeles Mayor Antonio Villaraigosa, president of the Conference of Mayors, said “Congress has jumped ship” in its obligation to stimulate the economy and employment.

However, Villaraigosa acknowledged cities will have a hard time squeezing money out of Congress at a time the federal government is trying to reduce its deficit by cutting spending.

California farmers complain to Congress about environmental regulations

Washington, D.C., United States (AHN) – A congressional committee heard impassioned testimony Tuesday from farmers in California who are trying to hang on to their livelihoods while dealing with Environmental Protection Agency rules they describe as an economic burden.

The hearing was part of an “effort to identify and resolve regulatory impediments to job creation,” a committee staff member told All Headline News.

The Republican chairman of the Oversight and Government Reform Committee, Darrell Issa of California, called some federal regulations “problematic” as the nation struggles with high unemployment.

“We know that the private sector is going to have to lead this nation’s economic recovery effort and it’s important for us to hear what is holding back efforts to create new jobs,” Issa said.

The nation’s unemployment rate stands at 8.8 percent, according to the U.S. Department of Labor.

The hearing Tuesday is one of series of hearings the Oversight and Government Reform Committee is conducting with leaders of several industries on the impact of federal regulations.

The hearing in Salinas came during a rough week for the EPA.

On Monday, 170 members of Congress accused the agency of acting without congressional authority in expanding Clean Water Act regulations.

“In difficult economic times throughout our country, it is critical that we do not unilaterally make decisions that will disenfranchise farmers and American workers while we are making efforts necessary to protect clean water,” Rep. Tim Holden (D-Pa.) said in a letter to the EPA signed by the congressmen.

On Tuesday, the Supreme Court heard a case in which attorneys for six states argued a federal court should have authority to order utilities to cut their greenhouse gas emissions, rather than leaving the regulation to the EPA.

During the hearing in Salinas, Calif., representatives of agricultural groups described farmers as becoming desperate during the economic recession of the past three years.

“American farmers are at crossroads,” said Tom Nassif, president of the Western Growers Association, in his testimony. “With a regulatory environment that is stifling job creation and economic opportunity, the majority of us must rely on off-farm income to support our families, an increasing number of us are moving our production off-shore, and some of us are simply shutting down our operations.”

Often, farmers and other industries have rules imposed on them “without the benefit of the best available science and experience, without public review of data and modeling and without serious stakeholder engagement,” Nassif said. “The resulting regulatory requirements are often inflexible and impractical.”

The hearing in Salinas follows a recent Oversight and Government Reform Committee report that found federal regulations fall harder on small businesses than large corporations.

The report said “small firms bear a regulatory cost of $10,585 per employee whereas large firms with more than 500 employees incur a cost of $7,755 per employee to comply with federal regulations.”

Even large industries are struggling under tough EPA regulations, the report said.

Utilities face 35 deadlines on emissions control between 2009 and 2017. Two utilities were forced to shut down after being unable to meet EPA regulatory standards.

Financial industry regulations are expected to reduce the industry’s economic growth by 4 percent, the report said.

“Uncertainty of future regulation chills capital formation and can leave U.S. businesses with less investment capital if the money is diverted to foreign markets,” the report said.

James Bogart, president of the Grower-Shippers Association of Central California, said the EPA often seeks to protect the environment without fully considering the economic consequences.

“It is vitally important from a public policy perspective to have EPA thoroughly explain the costs, as well as any potential benefits, of their proposed regulatory actions, before they take them,” Bogart said.

NAIROBI, Kenya (IRIN) – Power transfers from soldiers to civilians, concession speeches, post-poll lawsuits, unprecedented violence – West Africa has seen mixed outcomes in recent elections, and the region’s most populous country and largest economy is up next: Nigerians are scheduled to vote for a president, legislators and state governors in the coming weeks.

Various think tanks and rights groups have been examining election-related violence, calling on candidates and new leaders to safeguard Nigerians’ rights, suggesting measures for avoiding a repeat of the nearly universally condemned 2007 elections, and recommending what’s needed to seal much-needed reforms. Observers say with these polls Nigeria could either explode or blossom. Here is a selection of recent reports (in no particular order):

The International Crisis Group says the head of the Independent National Election Commission “carries the expectations of the nation” but has had just a few months in office to prepare for such a complex set of polls. “He inherited an organisation complicit in the 2007 fraud” whose rough start has been a reminder of challenges, the report says.

Pointing to chaos in the region’s second-largest economy, Crisis Group says: “Laurent Gbagbo’s attempt to defy democracy in Côte d’Ivoire is casting a shadow throughout the continent; the [Nigerian] elections will resonate, for good or ill, well beyond national borders. Nigeria’s prestige and capacity to contribute to international peace and stability are at stake.”

A US Institute of Peace paper from December 2010 says success would require robust enforcement of election law in the short- and long-term, with the judiciary stepping up to prosecute fraud and the eventual creation of a commission specializing in electoral crimes.

In an 18 March report titled Loss of life, insecurity and impunity in the run-up to Nigeria’s elections, Amnesty International says violence has increased in the past six months, with few people held accountable for the “politically-motivated” killings and “increasing intimidation and harassment…of human rights defenders and journalists, who play a key role in monitoring” the elections.

A panel of Nigerian and international human rights experts on 8 March debated concerns over “logistical hurdles” and the challenges of “maintaining an open and secure environment for political contestation”. The Open Society Justice Initiative and Right to Know (R2K), a Nigerian open government group, on 18 March called on parliament to pass legislation that “genuinely enhances public access to official information”.

Human Rights Watch (HRW) in a “human rights agenda” released on 28 March sets out issues candidates and leaders should address in a country “with profound human rights challenges”. HRW makes recommendations on inter-communal violence, the conduct of security forces, government corruption, the Niger Delta and elections, saying the upcoming polls could either further entrench the conditions eroding Nigerians’ human rights or mark a step towards improving governance and the people’s lives.

The Nigerians Talk blog has a discussion on a number of election-related topics, including the electoral commission’s social networking efforts and why politicians and candidates can no longer ignore the country’s formidable youth constituency.

The youth “is finally awake”, says Nigerian writer and analyst Chimamanda Ngozi Adichie in a commentary for the Guardian (UK) She compares the Egyptian revolution with the political situation in Nigeria, where she says that despite years of military dictatorship the political climate is “not repressive – the press is relatively free, people are no longer under the spell of fear”. Noting that an estimated 70 percent of Nigeria’s population is under 35, Adichie expresses hope that the “slow-burning but intense awakening” of young people in Nigeria could “yet be the making of a great revolution” akin to those under way across the Arab world.

Washington, D.C., United States (AHN) – President Barack Obama is putting on his agenda to address global economy, China’s currency and human right issues when he hosts Chinese President Hu, according to Robert Gibbs, the outgoing spokesman of the White House.

On China’s currency issue and on human rights, Gibbs told journalists, “(Those two) will be on the agenda and will be tremendously important,” adding, “China plays an enormously important role in our global economy and China has to take steps to rebalance its currency, and the President will continue to make that point when President Hu is here, as he did with the Foreign Minister.”

 

In addition to “human rights, the global economy, and currency,” Gibbs stated, “I won’t go through all the topics, but of course the situation in North Korea I anticipate will also take up some amount of that time.”

On the question of accusations that President Obama soft-pedals on human rights when it comes to China, Gibbs said, “I think if you speak directly to the President of China about your concerns about their record on human rights, I don’t think that’s soft-pedaling.”

Obama Cautions U.S. About Global Educational Race

Washington, D.C., United States (AHN) – President Barack Obama on Wednesday cited an “educational arms race” with growing nations such as China and India, warning that America cannot lose sight of this if American economy wants to rejuvenate itself.

“There’s an educational arms race taking place around the world right now — from China to Germany, to India to South Korea,” warned Obama in remarks at the Rose Garden in the White House.

“Cutting back on education would amount to unilateral disarmament. We can’t afford to do that. The nation that educates its children the best will be the nation that leads the global economy in the 21st century,” he added.

Outlining all the proposals his administration has been putting in place, Obama stressed, “American Opportunity Tax Credit — a college tuition tax credit worth up to $2,500 a year,” for middle-class families.

Obama called upon “Congress to make this tax credit permanent so it’s worth up to $10,000 for four years of college.”

In the presence of some of the college students and their parents, whom he had met earlier, Obama told his audience, “We’ve got to make sure that in good times or bad, our families can invest in their children’s future and in the future of our country.”

Citing from a report from the Treasury Department, Obama said, “Over our first year in office, we’ve increased tax cuts for higher education by over 90%, and we’re helping the dream of a college degree — putting that dream within reach of more than 12 million students from working families.”

Obama criticized the Republican moves for budge cuts “on education by 20%,” saying, “That means reducing financial aid for eight million students and leaving our community colleges without the resources they need to prepare our students for the jobs of the future.”

“Nothing would be more shortsighted,” observed the president.

Foreign Countries Upset About “Protectionist” U.S. Trade Bill

Washington, D.C., United States (AHN) – Canada is leading the pack of countries upset about a trade bill that is set for a vote as soon as this week in the U.S. Congress.

The bill, called the Foreign Manufacturers Legal Accountability Act, would require foreign companies to have business agents in the United States before their products would be allowed through U.S. customs.

Canada’s ambassador warned in a recent letter to leading members of Congress that the bill would inhibit trade with the United States and lead to layoffs in both countries.

Small and mid-sized businesses that cannot afford U.S. agents would be hurt the worst, according to foreign trade representatives.

Nevertheless, the bill has won strong bipartisan support in Congress, meaning it is nearly certain to win approval.

The bill was sponsored by Rep. Betty Sutton (D-Ohio), who said, “We cannot allow foreign manufacturers to continue to undercut U.S. manufacturers by disregarding the safety of their products, thereby endangering our consumers and costing us jobs.”

The bill is an outgrowth of a scandal two years ago over a Chinese firm that exported drywall to the United States. Chemicals in the drywall made some Americans sick when it was used in building construction and remodeling.

The people who became ill sought to sue for their damages but found that the Chinese manufacturer was out of reach of U.S. courts. The manufacturer had no business agent in the United States who could be served with legal papers and held accountable for the defective products.

Other products from China believed to have injured U.S. consumers include children’s toys painted with lead-based paint and infant cribs that could trap body parts in their gates.

Canadian Ambassador Gary Doer and other foreign diplomats say the Foreign Manufacturers Legal Accountability Act is protectionist. They say it gives an unfair trade advantage to U.S. firms, which violates World Trade Organization and North American Free Trade Agreement rules.

“In our view, it will adversely interfere with the flow of trade across the border by adding yet another logistical and administrative requirement,” Doer wrote in a letter to Speaker of the House Nancy Pelosi. “This would be especially unfortunate in light of our ongoing joint efforts to restore our economies.”

Doer said the bill is particularly unfair to Canada, the biggest trading partner for the United States.

Canadian law does not require U.S. firms to have agents in Canada before they can engage in international trade.

“Injured American plaintiffs can sue a Canadian manufacturer just as easily as they could sue an American manufacturer,” Doer wrote. “More importantly, Canadian courts routinely enforce American court judgments where the American court has jurisdiction and due process is followed.”

European Union Ambassador Joao Vale de Almeida protested the bill in a letter to Pelosi that said, “It is important to ensure that the provisions of the bill … do not create additional burdens for small and medium-sized business on both sides of the Atlantic.”

The U.S. sponsors say the Foreign Manufacturers Legal Accountability Act is allowed under World Trade Organization fair trade rules that grant exceptions for laws to protect life and health.

The bill is part of a wave of election year proposals to encourage U.S. industry, particularly in Rust Belt states that have been hit hard by job losses.

However, even U.S. manufacturers are warning the bill could backfire.

The National Foreign Trade Council, whose membership includes major manufacturers such as General Electric, Ford Motor Co. and Boeing Co. say the bill could lead to retaliatory trade practices by international business partners.

The National Association of Manufacturers said in a statement that it does not support the bill “as currently written.”
